What is CISS?

CISS stands for Community Information Sharing System.  You may have heard it referred to as "HMIS" in the past.  We think the new name communicates its purpose better.

CISS...
  • is a community-wide data system that captures the needs and characteristics of fragile people in the community and tracks the provision of services
  • allows helping organizations to utilize resources effectively through better coordination
  • identifies gaps in the local service network and strengthens community planning
  • meets federal and state funding requirements
  • helps participating agencies document outcomes and provide data to funders

It is our vision that through the Community Information Sharing System, our community can address poverty, hunger, housing, and other needs more effectively. One way in which CISS can achieve this is through coordinated entry. This process allows people who are homeless or at risk of homelessness to access services through a centralized entry point (a hotline, web portal or physical location). Through the CISS system, coordinated entry intake personnel can access standardized intake and assessment forms, determine eligibility for various types of assistance and make online referrals. Coordinated entry creates a more efficient process to apply for services, while allowing organizations to share information about clients and reduce duplication of intake efforts. Community Council is responsible for the CISS implementation for St. Charles, Lincoln and Warren counties. This includes planning, software selection, and oversight of the agencies accessing the database according to Department of Housing and Urban Development (HUD) criteria.
