The Community Council of St. Charles County was founded in 1954 when concerned citizens formed an "organization of organizations" to "promote the general welfare of the community." The founders of Community Council included the mayor, local business leaders, the superintendent of St. Charles School District, Lindenwood University faculty, service club members, local churches and several nonprofit human service organizations.
Some of the Council's early work focused on addressing issues concerning children and low-income families, including forming a Youth Committee to set up recreational activities for teens, bringing the YMCA and other social service agencies to St. Charles and setting up an Angel Fund to help families in crisis with basic needs.
