The Homeless Management Information System (HMIS) is an online database system used to track services and outcomes for persons receiving homeless assistance in our community. The goals of HMIS are to help provider agencies improve their services, to give access to the information necessary for providers to obtain funding for homeless services, and to improve public policy toward homelessness.
Continuums of Care can use data from HMIS to determine the best use of community services, identify gaps in the local service continuum and develop outcome measurements. The Community Council of St. Charles County is responsible for HMIS implementation for the St. Charles, Lincoln, and Warren County Continuum of Care.
The HMIS software used by the St. Charles, Lincoln and Warren Continuum of Care is ROSIE (Regional Online Service Information Exchange), developed by Municipal Information Systems, Inc. (MISI). Partner agencies in ROSIE include St. Louis City and St. Louis County agencies, through separate continuums. All users of HMIS must adhere to the privacy protections and security protocols detailed in HUD published data standards. (These can be found at www.hudhre.info).
